New Homes for Sale

The City of Houston works with community partners to create new, high-quality single-family homes for residents that can be purchased at affordable prices. Most of our work is achieved through the New Home Development Program, a partnership with the Houston Land Bank and Houston Community Land Trust, which helps build individual homes in key neighborhoods across Houston. Some select projects are taken on in addition, which create new master-planned communities and homes.

Spotlight Project: Towne Park Village

Towne Park Village is a 36.04-acre master-planned community that will include 173 single-family homes, a proposed daycare center, and several open green spaces. Towne Park will take design cues from traditional Houston neighborhoods such as Montrose and the Museum District. Homes, streets, and parks will be connected to make the community walkable and human-centric.

The developer of Towne Park Village is Towne Park Development, and homes are built and sold through two companies. Information for purchasing these homes can be found on their sites:

New Home Development Program

The Housing and Community Development Department works with the Houston Land Bank and the Houston Community Land Trust to develop new homes for income-qualified homebuyers.

Do I qualify?

A homebuyer must:
  • Be a U.S. citizen or permanent resident
  • Have a household income at or below 80% of Area Median Income
  • Be willing to live in the home as a primary residence for an affordability period
  • Complete an 8-hour Homebuyer Education Course
  • Be able to obtain a 30-year fixed-rate mortgage for the home

How Do I purchase one of these homes?

Traditional Purchase Option

In this option, you purchase a newly developed home at a reduced price from a subsidy, based on home price. This program option is administered by the Houston Land Bank.

Alternatively, the City offers a Homebuyer Assistance Program which provides up to $30,000 in down payment assistance to first-time homebuyers.

Land Trust Purchase Option

The Houston Community Land Trust makes homes available at below-market prices ($65,000-$82,000). Homebuyers purchase the home and lease the land for a 99-year ground-lease commitment from the Houston Community Land Trust.
