The Housing and Community Development Department works with the Houston Land Bank and the Houston Community Land Trust to develop new homes for income-qualified homebuyers. The New Home Development Program is working to fill an important gap in the housing market.

How Do I purchase one of these homes?
Traditional Purchase Option
In this option, you purchase a newly developed home at a reduced price from a subsidy, based on home price. This program option is administered by the Houston Land Bank.

Alternatively, the City offers a Homebuyer Assistance Program which provides up to $30,000 in down payment assistance to first-time homebuyers.
Land Trust Purchase Option
The Houston Community Land Trust makes homes available at below-market prices ($65,000-$82,000). Homebuyers purchase the home and lease the land for a 99-year ground-lease commitment from the Houston Community Land Trust.
