New Homebuyer
The City of Houston’s New Homes for Houston programs assist Houstonians in purchasing a home. The Housing and Community Development’s Large Tract Division has invested in constructing new single-family homes in Neighborhoods throughout the City. Are you ready to apply?
To successfully complete the application, you will need to have done the following and be ready to upload your documentation
Household Annual Gross Income (AGI) at or below 120% Area Median Income (AMI)?
Obtained a Pre-Approval Letter from your Lender?
(Dated within the last 120 days.)
Obtained an 8 Hour Homebuyer Education Certificate from a HUD Approved Agency?
Obtained your New Home Contract from an Affordable Home Development developer.
Submit all required applicable documents and program forms in the Homebuyer Checklist Packet.

Camera pictures of documents are not accepted, please scan and upload.
Completed applications are reviewed on a first come first serve basis. Incomplete applications will be placed on-hold.
Once submitted, the City reviews all materials and will issue a Conditional Approval Letter to accepted applicants.

- Valid government ID
- Proof of Citizenship/Lawful Alien Status (Birth certificate, passport, permanent resident card, etc.)
- Most recent 3 consecutive months paystubs
- Pension Statement (1 most current statement)
- Benefit Statement (1 most current statement)
- Checking Account Statements (3 consecutive months)
- Saving Account Statements (1 month)
- Retirement Account Statement (1 month)
- Whole Life Insurance Policy statement
- Asset and Income Form
- Child Support Statement (OAG Financial Activity Report)
- All sources of earned & unearned Income (see specific details inside packet)
- All sources of Assets (see specific details inside packet)
- Child Support Affidavit Form
- Conflict of Interest Form
- Zero Income Certification & Questionnaire Form, earning statement from Workforce Solutions, and social security card (if applicable)
- Name Affidavit (for name variations)
- Recorded Power of Attorney (if applicable)
- Divorce Decree (if applicable)
- Non-Citizenship Document (if applicable)
