The Housing and Community Development Department (HCD) creates a Consolidated Plan that outlines how the City of Houston intends to allocate its resources—particularly federal entitlement grants—over a five-year period. This plan addresses the city's ongoing needs in affordable housing, community development, economic development, and public services.
As a part of this strategic planning process, HCD also reviews public and private policies, practices, and procedures to identify potential barriers to fair housing choices.
The creation of the Analysis of Impediments to Fair Housing Choice (AI) gives an in-depth look at how we respond to addressing those barriers within the community.
Over the next few months, HCD will encourage Houstonians to share their community needs and priorities through surveys, meetings, and other events to help inform the way federal grant funding is spent. This webpage will be updated with new information as it becomes available.
Draft 2025 Consolidated Plan
The Consolidated Plan is a five-year strategic plan required by the U.S. Department of Urban Development (HUD) intended to help jurisdictions assess their affordable housing and community development needs.
On behalf of the City of Houston, HCD develops the Consolidated Plan, which details how the City plans to invest its resources, specifically federal entitlement grants, to meet Houston’s ongoing affordable housing, community development, economic development, and public service needs during a five-year period.
The 2025-2029 Consolidated Plan that will list strategies and actions that HCD will implement from July 1, 2025 to June 30, 2030 using HUD’s four entitlement grants.
Draft 2025 Analysis of Impediments to Fair Housing Choice (AI)
The Analysis of Impediments to Fair Housing Choice (AI) is a review of obstacles that could impede fair housing choice.
The AI proposes actions to remove or overcome these barriers over the next five years. The federal Fair Housing Act protects your right to rent an apartment, buy a home, obtain a mortgage, or purchase homeowners insurance based on seven protected classes: Color, Race, National Origin, Religion, Sex, Familial Status, and Disability.
