City of Houston and Buffalo Bayou Partnership break ground on new Affordable Home Community in the East End
December 3, 2022 -- Houston, Texas -- The City of Houston and the Buffalo Bayou Partnership (BBP) celebrated the groundbreaking of a new affordable home community on Buffalo Bayou this morning. Lockwood on Buffalo Bayou, 723 North Drennan Street, Houston, is part of Phase 1 of the BBP’s East Master Plan.
The new multi-family development will add 80 apartment homes to Houston’s home inventory. Ninety percent (72) of the units are reserved for low and moderate-income households.
Lockwood on Buffalo Bayou will consist of one-, two-, and three-bedroom apartment homes. The community’s amenities and supportive services will include spacious floor plans, a business center, a fitness center, after-school care, and continuing education for adults.
“Not only are we growing the Fifth Ward, but by adding new homes to the area, we are also helping those who grew up in this neighborhood stay in the neighborhood,” said Mayor Sylvester Turner. “As a city, we must continue to improve the quality of life for all Houstonians by investing in developments like this one -- that ensure people are not priced out of the neighborhoods where they grew up and that offer a holistic approach to the term “community.”
When complete, the Lockwood and its surrounding green space, developed independently by BBP, will be a vibrant place for all Houstonians. Its location along the Buffalo Bayou hike and bike trails will attract positive activity and growth along one of Houston’s most unique natural features.
“Despite the current economic downturn, our commitment to improving Houstonian’s way of life has not changed,” said Director Keith Bynam, Housing and Community Development. “Though this may be our last groundbreaking of 2022, we will continue investing in areas throughout the city in 2023 and beyond to ensure all Houstonians have a place to call home.”
The City of Houston proudly contributed $9.9 million of Hurricane Harvey Community Development Block Grant Disaster Recovery (CDBG-DR17) funds to the development of Lockwood on Buffalo Bayou, originally called Lockwood South.
“We are thrilled and excited to be breaking ground on the Lockwood at Buffalo Bayou affordable housing development,” said Anne Olson, Buffalo Bayou Partnership President. “The project is a direct outgrowth from our engagement with the East End and Fifth Ward communities. Residents expressed the need for affordable housing and the ability to remain in their neighborhoods.”
The Lockwood on Buffalo Bayou is the first phase of Buffalo Bayou Partnership’s planned three-phase housing development along Buffalo Bayou in Houston’s East End neighborhood, adjacent to Tony Marron Park.
Over the next 10 years, the Buffalo Bayou East Master Plan will bring parks, trails, pedestrian bridges, and cultural destinations to the historic East End and Fifth Ward neighborhoods.
The Lockwood on Buffalo Bayou was developed in partnership with Brinshore Development, a national affordable housing developer.
