City of Houston Celebrates Grand Opening of New Development in North Houston

April 14, 2022 -- Houston, Texas -- The City of Houston Housing and Community Development Department (HCD) and partners today celebrated the grand opening of a newly constructed development in North Houston. Hartwood at West Little York, 7925 W. Little York Road, Houston, Texas 77040, is where working families, seniors, and veterans can call home.

The gated three-story garden-style community has 150 units equipped with granite counters, Energy Star‐rated stainless steel kitchen appliances, crown molding, 9-foot ceilings, garden tubs, and washer and dryers, among other features.

“As a city, we continue to search for ways to improve the quality of life for all Houstonians,” said Mayor Sylvester Turner. “This development provides a holistic approach by offering after-school activities for children, adult-education classes, career placement partnerships, health and wellness seminars, and other services at no cost to tenants. Living here will be a gamechanger for many families and help alleviate some of their worries.”

Hartwood at West Little York is a prime location for families. Located in the Cypress-Fairbanks School District, Hartwood at West Little York is less than two miles from major retailers like Walmart, Target, Home Depot, and others. This community reinforces the City’s commitment to putting attainable housing in areas that provide the best opportunities for residents to thrive.

The property will feature several amenities, including a spacious clubroom for community gatherings, a swimming pool, fitness facility, media/game room, on‐site storage units, barbeque grills, picnic area, craft room, and a business and learning center with a library.

“With each new community, we are reminded to stay focused and ’keep a people-first attitude,’” said Director Keith Bynam, Houston Housing and Community Development. “We are committed to investing in communities with amenities that foster a safe and healthy environment where families can grow.”

The City of Houston contributed $2.3 million toward the total cost of this development through the Harvey Multifamily Program. At least 70 percent of the units are reserved for low-to-moderate-income households earning between 30 to 60 percent of the Area Median Income.

Hartwood at West Little York is a partnership with Blazer Building Texas, LLC. Blazer Building is a Houston-based, long-term owner of affordable apartment communities since 1978. They began developing properties through the Low-Income Housing Tax Credit program in the mid-1990s. Today, Blazer owns 28 communities totaling approximately 3,800 apartment homes, 80 percent of which complied with affordability/housing tax credit restrictions.

The Harvey Multifamily Program works to replace affordable homes lost during Hurricane Harvey and provide residents with homes less likely to flood in future storms. This program is funded by the U.S. Department of Housing and Urban Development and receives oversight from the Texas General Land Office. The program’s $450 million will support 38 developments and create over 4,300 new rental homes. To date, the program has four developments leasing and an additional 19 currently under construction.
