Affordable senior community on Memorial Drive in the Old Sixth Ward to be rebuilt with disaster recovery funding
June 3, 2021 -- The City of Houston Housing and Community Development Department (HCD) will provide up to $25 million to support the rebuilding of 2100 Memorial, a senior living center severely damaged during Hurricane Harvey.
Houston City Council has approved $25 million towards the rebuilding of 2100 Memorial, an affordable apartment community for seniors owned by the Houston Housing Authority. During Hurricane Harvey, the building was severely damaged, leading to many elderly tenants losing secure and affordable homes. Utilizing Hurricane Harvey disaster recovery funds, the Houston Housing Authority will replace the apartments, using sustainable design and resilient building practices to ensure the safety of residents for the long-term future.
The rebuilding of 2100 Memorial will replace all 197 apartments and provide updates to the site’s resilience features, including elevation above flood risk and an on-site water detention vault. Each unit will be made affordable for 40 years, providing safe and accessible homes for low- and moderate-income seniors. With its location beside Memorial Drive, the development adds to the revitalization of the Old Sixth Ward and provides easy access to key resources located downtown and in the Texas Medical Center. On-site, the apartment community will provide meal assistance, as well as counseling and health screening.
The City of Houston’s Harvey Multifamily Program, launched in mid-2019, will provide $450 million to rehabilitate and build apartment homes across the city. The 34 developments supported through the program will create over 3,900 apartments, including more than 1,200 apartments for seniors; 2100 Memorial will be the largest senior-living center in the program.
The $61.8 million rehabilitation of 2100 Memorial will be led by developer Columbia Residential and the Houston Housing Authority. The majority of this funding, $25 million, will come from the Harvey Multifamily Program which is funded through the U.S. Department of Housing and Urban Development and overseen by the Texas General Land Office.
