New Home Development Program
The City of Houston works with community partners to create new, high-quality single-family homes for residents that can be purchased at affordable prices. Most of our work is achieved through the New Home Development Program. This partnership with the Houston Land Bank and Houston Community Land Trust helps build individual homes in key neighborhoods across Houston. Select projects are also taken on to create new master-planned communities and homes.
Do I qualify?
A homebuyer must:
- Be a U.S. citizen or permanent resident
- Have a household income at or below 80% of Area Median Income
- Be willing to live in the home as a primary residence for an affordability period
- Complete an 8-hour Homebuyer Education Course
- Be able to obtain a 30-year fixed-rate mortgage for the home

Towne Park Village is a 36.04-acre master-planned community that will include 173 single-family homes, a proposed daycare center, and several open green spaces.
