HCD’s Economic Development programs extend economic opportunity through strategic small business development as a means to empower disenfranchised communities and address inequality.

Our work focuses on supporting microenterprises and disenfranchised business owners, providing training, connections, and access to capital.

HCD is committed to supporting and promoting opportunities for Minority- and Women-Owned Small Business Enterprises (MWSBEs) and Section 3 residents and business concerns. Our 2020 Economic Development opportunities are currently under development, though our Harvey Economic Development Program will be open to provide business loans and grants to small businesses, microenterprises, and small construction-sector contractors.
