The uncertainty surrounding the 2021 Texas Legislative Session because of the coronavirus pandemic and Winter Storm Uri gave hope that many of the previous attacks on local government by the Legislature would end. As local government is closest to people, cities were the first responders when residents needed services as varied as vaccination to warming centers. It is frustrating that some in the Legislature continue to attack local government. While many of the attacks weren’t successful, cities continue to be on the defensive.

This 2021 Legislative Report is a summary of the work performed by Mayor Turner’s Government Relations team during the 87th Legislative Session in Austin. Under the following categories, the team has compiled bill summaries and supportive documents for key pieces of legislation. The team offers these highlights along with a complete record of written testimony from city officials for the session- from support letters by the Mayor and members City Council to testimonials from city departments.
