Hugo Mojica, Chief of Staff
Hugo has over two decades of experience working for local, state, and federal officials and non-profit organizations. Prior to returning to public service, Hugo worked for the 2x World Champion Houston Astros for 8 seasons.
Hugo holds a BS from the University of Houston, a MA from the University of Miami, and a MPA from Florida International University. In 2019, he was awarded an Honorary Associate Degree from Houston Community College for his work in the community.
Hugo is President of the LULAC Council 402 and former LUAC District Director for 8 and 18 over 22 counites; trustee of the Holocaust Museum, and Advisory Member of SerJobs. He is a resident of District I and enjoys traveling, movies, and spending time with friends and family.

Danell Fields, Community Engagement Director
Danell joined the At Large, Position 3 team in 2024 with Council Member Twila Carter. Danell provides support for all residents.
Danell has an MS in Speech Pathology and Audiology from North Texas State University and a BA in Communications, Speech Pathology and Audiology, and Secondary Education from Baylor University and is also a licensed Commercial Realtor.
Danell is a resident of District E and has been active in her community serving on various non-profit boards for decades. She enjoys traveling, art, cooking, and her German Shephard dog, Ash.

Shirley King, Administrative Director/Scheduler
Shirley is a 9-year employee for the City of Houston. She joined Council Member Carter’s At Large 3 team as her Administrative Director and Scheduler in 2024.
Shirley is an Air Force Veteran, Cardiovascular Technician with 25 years of experience. She is a resident of District D and a Member of St. Paul Missionary Baptist Church. She is very active in her church and community. She enjoys crocheting, crafting, and reading. She serves on the Board of Sunnyside Place Community Development Corporation, a non-profit organization.
