Sponsorship Program

The City of Houston’s Sponsorship Program allows qualifying homeowners associations (HOAs), civic associations, or other eligible entities to take full responsibility for providing garbage collection services to all homes within their community. In return, the City provides a monthly reimbursement to help offset the cost of those services.

Under a Sponsorship Agreement, the association partners directly with a private waste hauler and manages service delivery themselves. Once enrolled, all residential units in the covered area become ineligible for any City‑provided collection services, and the association assumes full responsibility for collection.

Eligibility

  • A homeowners association, civic association, or qualified entity that is legally authorized to bind all residential units in the defined service area.
  • A community that is eligible for automated garbage collection service under Chapter 39. Communities that do not qualify for automated collection are not eligible for sponsorship.

Reimbursement

  • Participating associations receive a monthly reimbursement from the City as outlined in the Sponsorship Agreement.

Terms & Renewal

  • All Sponsorship Agreements terminate automatically on June 30 each year.
  • To continue coverage, the association must return the renewal application sent to each enrolled HOA. A completed renewal application is required to remain active for the next fiscal year. For FY 2027, renewal applications must be submitted by May 31, 2026.
  • If an agreement expires, re‑entry into the program will require submitting a new Sponsorship Agreement.

How the Program Works

  • The HOA or civic association contracts with a private waste hauler of its choice.
  • The City and the association enter into a Sponsorship Agreement.
  • The City provides monthly reimbursements to the association for each residential unit included in the agreement.
  • Every eligible home within the designated area must participate.

How to Apply

The Solid Waste Management Department requires the following documents when submitting an application:
  • Completed Sponsorship Program application form
  • Street and address list of all participating homes
  • Community plat map
  • Articles of Incorporation (for HOAs)
  • Two signed original Sponsorship Agreements
  • Completed IRS Form W‑9

Important Notes:

  • Applications must be complete for processing. Missing documents may delay approval.
  • All applications must undergo inspection before they can be accepted.
  • Once the agreement begins, no homes in the area may receive City garbage collection. All services must be provided by the association’s contracted hauler.
  • New applications are now closed for Fiscal Year 2027 (July 1, 2026 – June 30, 2027).
  • Any new applications that are approved will begin service in Fiscal Year 2028 (July 1, 2027 – June 30, 2028).
