July 9, 2024 - Houston police are investigating the death of a man found at 300 Houston Avenue about 2:45 p.m. on Monday (July 8).

The man was identified as Russell Richardson, 54, an HPD employee assigned to the Office of Technology Services.

HPD Vehicular Crimes Division Sergeant P. Lee and Officer C. Song reported:

Mr. Richardson was driving a black Dodge Charger en route to work when the vehicle became submerged in high water near the above address.  Members of the HPD Dive Team were called and found Richardson deceased inside the vehicle.

The investigation is continuing.
