Suspect Arrested, Charged in 2019 Murder Investigation at 5000 Caplin Street

October 11, 2022 - Charges have been filed against a suspect arrested in the death of a woman following her disappearance from 5000 Caplin Street about 8 a.m. on August 16, 2019.

The suspect, Carl Franklin Tates, 61, is charged with murder in the 209th State District Court. He is accused in the death of Demetris Lincoln, 44. A Madison County (Mississippi) Detention Center booking photo of Tates is attached to this news release.

HPD Homicide Division Sergeant M. Barrow and Detective J. Caten reported:

Ms. Lincoln was last seen by her family on August 16, 2019 and a missing persons report was filed on August 22. A few days later, Ms. Lincoln was found deceased in a ditch in Opelousas, Louisiana by St. Landy's Parish Sheriff's Office deputies.

St. Landry's Parish deputies learned the incident began in Houston and contacted HPD homicide detectives. An HPD investigation was then initiated.

A preliminary investigation developed information that identified Tates, Lincoln's ex-boyfriend, as a possible suspect in the case. After further investigation and obtaining witness statements and evidence, a warrant was filed. Tates was subsequently charged for his role in Lincoln's death. Tates was arrested in Yazoo City, Mississippi, on October 4 and he is currently awaiting extradition back to Houston.
