March 17, 2022 - A suspect is charged in the fatal shooting of a woman and the wounding of two men at 8102 West Tidwell Road about 9:15 p.m. on June 21, 2021.

The suspect, Frederick Crouts, 19, is charged with murder and two counts of aggravated assault with a deadly weapon in the 351st State District Court.  A 2021 booking photo of Crouts is attached to this news release.

He remains in federal custody in Houston. 

The deceased female is identified as Jasmine Burrell, 19.  The two male victims, Donovan Crawford, 30, and Chaz Caddie, 31, were transported to an area hospital. 

HPD Homicide Division Detectives L. Kauffman and A. Hernandez reported: 

HPD patrol officers located Ms. Burrell and the two wounded males in a vehicle in the 8000 block of Grow Lane.  A preliminary investigation indicated the three victims were shot in the parking lot of a strip center at 8102 West Tidwell Road.  The suspects were described as four black males.  Investigators believed one of the suspects pointed out the victims' vehicle, two other suspects committed the shooting and the fourth suspect drove the get-away vehicle.

Further investigation determined one of the suspects, Arlington Wilkes, 30, was fatally shot in a separate incident at 2425 Carmel Street on July 27, 2021.  That shooting was referred to a Harris County grand jury.

Crouts was identified as being one of the three other suspects wanted in the triple shooting on West Tidwell Road.  He was subsequently charged for his role in the shooting.
