February 15, 2016 - Charges have been filed against a suspect arrested in a fatal crash at 8600 East Freeway (East Interstate Highway 10) about 5:25 a.m. on Saturday (Feb. 13).

The suspect, Mark A. Avalos (H/m, 24), is charged with intoxication manslaughter and failure to stop and render aid in the 180th State District Court.  A photo of Avalos is attached to this news release.

The male victim, 30, was pronounced dead at the scene.  His identity is pending notification to family members by the Harris County Institute of Forensic Sciences.

HPD Vehicular Crimes Division Sergeant L. Ross and Officer M. Tamez reported:

Both the suspect, driving a black Ford Expedition, and the victim, driving a tan Ford Explorer, were traveling westbound at the above address.  The suspect, Avalos, failed to control his speed and struck the Explorer, causing it to overturn and eject the victim.  According to witnesses, Avalos then stopped, exited his SUV and walked over to observe the victim before getting back into the Expedition and fleeing the scene.  A short time later, an HPD patrol officer observed the Expedition with serve damage to the front end and detained the driver, Avalos.  He was then examined by an HPD DWI Task Force officer who observed signs of intoxication and arrested Avalos without incident.
