September 09, 2013 - Houston police are investigating an incident in which an armed suspect was fatally shot by Houston police officers in the 2000 block of Allen Parkway about 12:30 a.m. today (Sept. 9).
The identity of the deceased male suspect is pending verification by the Harris County Insitute of Forensic Sciences. Charges of aggravated assault of a police officer are pending against a second suspect, Stephanie Ann Adams (w/f, DOB: 10-31-73), who was not injured.
HPD Officers R. Rivas, C. Frazzini, V. Zaunbrecher and R. Gilchrest, who discharged their duty weapons, were not injured in the incident. Officers Rivas and Frazzini, sworn in as officers in January 2008 and November 2007 respectively, are assigned to the Gang Division Crime Reduction Unit. Officers Zaunbrecher and Gilchrest, sworn in as officers in July 2009 and April 2009 respectively, are assigned to the South Central Patrol Division.
HPD Homicide Division Sergeant T. Simmons and Officer K. Meek reported:
Officers with the HPD Crime Reduction Unit saw a blue Chevrolet Impala swerving in and out of a lane of traffic and conducted a traffic stop. The vehicle pulled into a business parking lot. As officers approached the vehicle, they saw the driver (suspect) putting his hand down between the seats as if reaching for something. Officers gave verbal commands to the suspect to exit the vehicle, which he ignored and instead accelerated the vehicle and fled the scene.
As officers ran back to their patrol vehicle, the suspect fired several rounds at them, but did not strike the officers. Officers then pursued the suspect's vehicle along the Gulf Freeway (South Interstate Highway 45) service road to the 610 Loop service road. At the intersection of Broadway and the 610 Loop, the suspect stopped his vehicle and again fired shots at officers, but did not strike them. The suspect turned northbound on Broadway and again attempted to evade officers.
The suspect eventually drove through downtown Houston and eastbound on Allen Parkway, where the suspect lost control of his vehicle and came to a stop on the westbound lanes of Allen Parkway. Both suspects (the driver and Adams) then exited the vehicle and fled on foot. The male suspect continued firing at officers as he ran up a grassy embankment. Fearing for their lives, four officers discharged their duty weapons, fatally striking the suspect. Adams, who was not injured, was taken into custody at the scene.
As is customary in HPD officer-involved shooting incidents in the city limits, this case is being investigated by the HPD Homicide and Internal Affairs Divisions, as well as the Harris County District Attorney's Office.
