3rd Update On Incident at 6400 Eastex Freeway

September 20, 2007 - As Houston police homicide investigators seek a second suspect in the fatal shooting of a woman in the 6400 block of the Eastex Freeway on September 7, a vehicle stolen in the incident has been recovered.

A white Dodge Caravan was recovered and found destroyed by fire on Wednesday (Sept. 19) in the parking lot of the Park Place Townhomes at 778 Coolwood Drive.

The wanted suspect, Charles Wright Scott (b/m, DOB: 8-4-81), is charged with capital murder in the 262nd State District Court, but is not in custody.

His brother, Vernon Michael Scott (b/m, DOB: 7-5-83), surrendered to homicide investigators on Monday (September 17) at HPD headquarters at 1200 Travis. Vernon Scott is also charged with capital murder in the 262nd State District Court.

HPD Homicide Division Sergeant C. E. Elliot and Officers R.A. Swainson and J.C. Bonaby reported:
The victim, Jane L. Lemoine, 53, of 6400 Eastex Freeway, was the manager of a storage facility and lived on the premises. Charles and Vernon Scott entered the office/residence and demanded money. One of the suspects shot Lemoine, both suspects took cash from the office, and stole a 2002 white Dodge Caravan. The vehicle belonged to an individual
who had gone to the business to apply for a job. The individual was not harmed.

Witnesses reported seeing a black male, approximately 6 feet tall, breaking the windows of the van and pouring what was believed to be gasoline inside the vehicle. He then set the van on fire. The suspects then fled in a 1997 to 1999 white four-door Buick, possibly a Century, with tinted windows. The driver was described as a black female with blonde hair and black roots. She had a medium complexion and was approximately 18 to 20 years old.
