Traffic Incident at 100 East Loop North (610) July 4, 2007 - Charges are pending against a suspect arrested following a fatal hit-and-run traffic accident at 100 East Loop North about 2:15 a.m. today (July 4). The suspect, Mark Anthony Delvalle (w/m, DOB 4/3/87), was arrested a short distance away from the accident after he fled the scene. A mandatory blood draw was taken from the suspect at an area hospital. Charges are pending consultation with the Harris County District Attorney's office. The identities of the two victims are pending verification by the Harris County Medical Examiner's office. HPD Mobility Incident Management Division Sergeant R.C. Gonzales and Officer D.J. Gutierrez reported: According to witnesses, the driver of a white truck traveling southbound on the East Loop was weaving onto the right shoulder where he struck two men attempting to change a flat tire. After the accident, the driver fled the scene with one witness following the suspect's vehicle. The suspect exited the freeway at Manchester where the witness lost sight of the truck. An on-duty HPD patrol officer responding to the scene stopped a suspicious vehicle matching the description of the hit-and-run vehicle and arrested Delvalle, who appeared to be intoxicated. The suspect's vehicle had damage and contained evidence consistent with an auto/pedestrian accident. Delvalle was taken into custody without further incident.
