Here is the Administrative Development Program logo. Houston Employee Assessment and Review (HEAR): HEAR is a new system that will provide a clear, two-way channel of communication between employees and supervisors. Work plans will be aligned with department goals and the Mayor's five pillars. And employees will be able to track and monitor job performance, giving them a clear roadmap for success.
