City Employees - Your Voice Matters

We believe that employees generously share their talents and perform at their best when they work in a supportive, collaborative, and uplifting work environment.

To help us understand what is working well and what could be changed or improved, we are embarking on a quest to measure, improve, and be the most engaged city in the country!



We listened

We presented the Involve & Evolve Employee Engagement Survey to you. The survey was conducted by the Institute for Public Sector Employee Engagement, a division of CPS HR Consulting, an independent government agency. We promised to share the results with everyone. Here's what we discovered.

  • Overall Survey Response Rate: 34% or approximately 7,000 employees
  • Fully Engaged Score for City Employees: 26%
  • Somewhat Engaged Score: 49%
  • Not Engaged: 25%

  • I like the kind of work I do – 89.4%
  • I know what is expected of me on the job – 88.6%
  • I understand my rights and responsibilities 85.2%
  • I can manage the pressure of my work very well – 83.4%
  • My job makes good use of my skills and abilities – 80.3%
Areas We’re Doing Well
  • I feel like I belong here
  • The City values diversity, equity, and inclusion
  • I feel I can make a difference by working here
  • I am satisfied with my employment conditions (e.g.,vacation or leave options, flexible work arrangements)

Lowest-Scoring Questions (Negative below 35%)
  • When changes are made in the City, they are usually for the better – 31.8%
  • I believe that Executive Leaders in the City will take action on the results from the survey – 32.8%
  • Executive Leaders value ideas from employees - 34.7%
Areas We Need to Improve
  • I trust the City to treat everyone fairly
  • All employees have an opportunity to succeed here
  • I believe the City is truly committed to care about the health and safety of employees
  • The City is successful at accomplishing its priorities
  • The City’s Wellness benefits (Win for Life, Onsite Programs) have improved my physical and/or mental health
  • I feel valued for the work I do

We are taking action

  • CPS HR presented results to Executive Leaders and IE Champions at the Learn & Plan Summit on Nov 28-29
  • Summit attendees focused on reviewing survey results and working on action plans to address opportunities for improvement in their department

What's next

  • CPS HR and the Office of Talent & Organizational Development’s (OT & OD) OD Team will meet with each department to provide assistance with action planning January – March 2024
  • Department Champions and action planning teams will share survey results for your department within the first quarter of 2024.
