Public Notices

The Mayor's Office of Economic Development (MOED) manages the public notices for the City's Tax Abatement Program and for Tax Increment Reinvestment Zones (TIRZs) and their related redevelopment authorities. This page is regularly updated to include only the most recent public notices. To find public notices for meetings or hearings that have already occurred, contact MOED or the Office of the City Secretary.

TIRZ / Redevelopment Authority Board Meeting Agenda

The boards of directors that oversee TIRZ/Redevelopment Authorities meet at varying times and in various locations throughout Houston. All TIRZ/Redevelopment Authority boards are required to abide by Chapter 551 of the Texas Government Code. More information on specific reinvestment zones and their boards, projects, and meeting minutes can be found on their individual, independent redevelopment authority websites.

TIRZ Program Public Notices

Chapter 311 of the Texas Tax Code requires the City to hold a public hearing on 1) the creation of the zone and its benefits to the municipality and to property in the proposed zone, or 2) changing the boundaries or term of an existing zone, before adopting an ordinance or order providing for a reinvestment zone. An interested person may speak for or against the zone, its boundaries, or the concept of tax increment financing at the hearing. Notice of the hearing must be published in a newspaper having general circulation in the municipality or county at least 7 days prior to the hearing.

Tax Abatement Public Notices

Chapter 312 of the Texas Tax Code requires the City to hold a public hearing on a proposed tax abatement reinvestment zone before City Council can adopt an ordinance designating the area as a reinvestment zone. Interested persons are entitled to speak and present evidence for or against the designation at the hearing. Notice of the hearing must be 1) published in a newspaper having general circulation in the municipality or county, and 2) delivered in writing to the presiding officer of the governing body of each taxing unit that includes in its boundaries real property that is to be included in the proposed reinvestment zone, at least 7 days prior to the hearing. Additionally, the City is required to issue a public notice at least 30 days prior to the scheduled meeting in which City Council will consider the approval of a tax abatement agreement.
