UPDATE: Suspects Charged, Wanted in November 2023 Fatal Shooting at 4800 West 34th Street

March 19, 2024 - Charges have been filed against two suspects wanted in the fatal shooting of a man at 4800 West 34th Street about 3:50 a.m. on November 12, 2023.  

The suspects, Joseph Refugio Ramos,18, and Izavian Bell, 17, are charged with murder in the 488th and 263rd State District Courts, respectively.  Prior booking photos of both suspects, who are not in custody, are attached to this news release.  

The victim is identified as Dominique Rice, 26.

HPD Homicide Division Sergeant K. Persad and Detective L. Gonzales reported: 

HPD patrol officers responded to a shooting at the above address and found the victim lying on the sidewalk.  He had suffered multiple gunshot wounds. Houston Fire Department paramedics responded to the scene and pronounced the victim, later identified as Mr. Rice, deceased. 

A witness stated they were walking with Rice when a vehicle drove up and several suspects exited the vehicle.  As the suspects confronted Rice, one of them produced a pistol and then shot him multiple times.  The suspects then fled the scene in the vehicle. The witness, who ran and hid, was not injured.  

An initial investigation identified Rice as a suspect in this case and, on January 2, 2024, he was charged for his role in this shooting.  

Further investigation identified Bell as a shooter in this case and, after contact the Harris County District Attorney's Office, a murder charge was filed on Sunday (March 17).  Both suspects remain at-large.
