Second Suspect Charged in Fatal Shooting at 1406 West Gulf Bank April 17, 2008 - Charges have been filed against a second suspect arrested in the fatal shooting of a man at 1406 West Gulf Bank about 12:25 a.m. on Wednesday (April 16). Teddy Bernard Walker (b/m, DOB: 1-14-86) is charged with capital murder in the 182nd State District Court. The other suspect, a 15-year-old male, is being referred to Harris County Juvenile Probation authorities on a charge of capital murder. The victim, identified as Arshad Rasheed, 46, of Houston, suffered a gunshot wound and was pronounced dead at the scene. HPD Homicide Division Sergeants M. McStravick, J. Rubio, T.R. Hernandez, and Senior Police Officer X. Avila reported: Mr. Rasheed was working as a cashier at a Valero convenience store at 1406 West Gulf Bank when two suspects approached the outside of the store. The juvenile suspect fired several shots through the window and fatally wounded Rasheed. The suspects then entered the store, stole the cash register and fled the scene. Soon after, responding patrol officers arrested the juvenile suspect and detained Walker for questioning. A follow-up investigation determined Walker was the male who accompanied the juvenile to the store to commit the robbery.
