June 18, 2019 - Charges have been filed against a suspect arrested in the shooting of a man at 3701 Louisiana Street about 1 p.m. on Sunday (June 16).

The suspect, Joey Harper (w/m, 27), is charged with aggravated assault with a deadly weapon in the 248th State District Court.  A booking photo of Harper is attached to this news release.

The victim, Nehemias Alejandro Olmedo, 39, was transported to an area hospital in critical condition and doctors stated he is expected to survive his injuries.

HPD Major Assaults & Family Violence Division Officers L. Bolmanski and A. Le reported:

Mr. Olmedo had just left a gym at the above address and was placing his daughter in the backseat of his vehicle in a parking garage when the suspect (Harper) approached.  The suspect, wearing a mask and in a wheelchair, rolled up behind Olmedo and shot him.  Olmedo managed to tackle the suspect and knock him from the wheelchair, however the suspect wrestled away and left in the wheelchair.

A witness followed the suspect, still in his wheelchair, to a business parking lot three blocks away.  The suspect was attempting to leave in a friend's vehicle when officers detained him.  He was still in possession of the mask and pistol at the time of his arrest.
