August 21, 2019 - Charges have been filed against a suspect arrested in the fatal shooting of a man and the wounding of a woman found at 7101 West Fuqua Street about 6 a.m. on August 12.

The suspect, Carl Wayne Flowers (b/m, 18), is charged with murder in the 458th State District Court in Fort Bend County.  A booking photo of Flowers is attached to this news release.

The deceased victim is identified as Joseph Estrada, 20.  The female victim, 21, was transported to an area hospital where she is expected to survive her injuries.

HPD Homicide Division Sergeant M. Holbrook and Detective J. Roscoe reported:

Mr. Estrada pulled his vehicle into a gas station parking lot at the above address.  The female victim got out of the vehicle and sought help from an employee at the business.  Paramedics arrived and pronounced Estrada deceased and transported the female to a hospital.  Both victims had sustained gunshot wounds.

Further investigation led to the identity of Flowers as the suspect in this case and he was taken into custody on Tuesday (Aug. 20) by members of the Gulf Coast Violent Offenders Task Force.
