Disadvantaged Business Enterprise Program
The City of Houston, on behalf of the Houston Airport System (COH HAS), has established a Disadvantaged Business Enterprise (DBE) Program in accordance with the regulations (49 CFR, Part 26) of the U.S. Department of Transportation (DOT).  The COH HAS have received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the COH HAS have signed an assurance that it will comply with 49 CFR, Part 26.

It is the policy of the COH HAS to ensure that DBEs, as defined in CFR, Part 26, have an equal opportunity to receive and participate in DOT assisted contracts.  It is our policy:

  1. To ensure nondiscrimination in the award and administration of DOT assisted contracts.
  2. To create a level playing field on which DBEs can compete fairly for DOT assisted contracts.
  3. To ensure the DBE Program is narrowly tailored in accordance with applicable law.
  4. To ensure that only firms that fully meet 49 CFR, Part 26 eligibility standards are permitted to participate as DBEs.
  5. To help remove barriers to the participation of DBEs in DOT assisted contracts.
  6. To assist the development of firms that can compete successfully in the marketplace outside of the DBE Program.
  7. To provide appropriate flexibility to recipients of federal financial assistance in establishing and providing opportunities for DBEs.

DBE Triennial Goals
The United States Department of Transportation requires recipients that receive more than $250,000 in federal funds to establish a Disadvantaged Business Enterprise Plan and set Triennial Goals on projects that receive federal funds. The Houston Airport System receives Airport Improvement Program (AIP) Funds from the Federal Aviation Administration (FAA) in excess of this amount.

 


 

Airport Concessions Disadvantaged Business Enterprise Program
The City of Houston (City) has established an Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR, Part 23.  The City owns and operates three commercial airports in the Houston Airport System. Of these three, George Bush Intercontinental Airport/Houston (IAH) and William P. Hobby Airport (HOU) are primary airports.  The City has received federal funds authorized for airport development after January 1988 authorized under Title 49 of the United States Code. The City has signed airport grant assurances that it will comply with 49 CFR, Part 23.
