February 16, 2024 -- Mayor John Whitmire today announced the appointment of new Commissioners of the Houston Housing Authority to help lead the organization and address his concerns about financial mismanagement and a lack of leadership and operational effectiveness to achieve the organization’s mission to improve lives by providing quality, affordable housing options.
In a recent letter, HHA President & CEO David Northern, Sr. notified Mayor Whitmire that due to increasing per-unit costs, the agency is stopping the issuance of vouchers that have historically provided affordable housing options to veterans, persons with disabilities, and special preference referrals for individuals with are homeless and others. "Our analysis has revealed a critical situation: we are currently over 100% of the use of budget authority and our HUD-held reserves," Northern wrote in the letter to the mayor.
“Houstonians should be able to trust that the Houston Housing Authority is operating with transparency and in the best interest of people who need affordable housing. Some of HHA’s recent missteps are unacceptable, including a recent decision to approve more than ten affordable housing deals (PFCs) with developers,” said Mayor Whitmire. “I plan to increase affordable housing throughout the city, give Houstonians options, and make our city the most affordable big city in which to live. The HHA is moving in the opposite direction, so I am making immediate changes.”
Mayor Whitmire has identified seven Houstonians with the experience and credibility to guide the Housing Authority by setting policy and providing leadership and oversight that enables the Housing Authority to reach its goals and advance its mission.

Kristy Kirkendoll, Reappointment to Position Two, for a term to expire January 31, 2025.
Kenneth C. Li, Appointment to Position Three, for a term to expire January 31, 2026.
Stephanie A. G. Ballard, Reappointment to Position Four, for a term to expire on January 31, 2025.
Alton Smith, Appointment to Position Five, for a term to expire January 31, 2026.
Cynthia Aceves-Lewis, Appointment to Position Six, for a term to expire January 31, 2025, and.
Darryl Wilson, Appointment to Position Seven, for a term to expire January 31, 2026.
The names and resumes of the appointments have been shared with the president and CEO of the Houston Housing Authority.
The mayoral appointments are effective immediately and do not require confirmation by the Houston City Council.
